The woman in the portrait is Augustine Roulin, the wife of the postmaster of Arles, France. The rope held in the woman's hand is used to rock the (unseen) cradle.
Van Gogh was friendly with the Roulin family and made several impressive portraits of them, including the famous "Portrait of Joseph Roulin".
