This is a painting by Degas of James Tissot, who was Degas' friend and mentor.
Done in a studio, this portrait shows the things that Tissot and Degas had in common: Japanese prints (on the wall above Tissot) venetian paintings (on the easel to the right) and a portrait of Frederick the Wise, an early defender of Martin Luther.
