This is a type of vessel known as a dry bunker. It was waiting at the dock for its cargo of scrap steel. This vessel was getting to the end of its life, as can be seen by the rough scrapping on the side of the vessel. It did make for an interesting photograph though.

Thanks Keith. I was also trying to not get myself arrested since I was not suppose to be taking pictures from the dock - something that Homeland Security takes a dim view of.
