This is a curb feeler. Back in the days when cars had whitewall tires (like this car), if someone was parking along a curb, the curb feeler would touch the curb before the tire. The curb feeler would make a noise alerting the driver that their tire was about to touch the curb. The driver would then be able to stop without scrapping (and discolouring) their whitewall tires.
Cars like this 1950s Cadillac where large and had manual steering. This made them much harder to park along a curb than a modern vehicle.
