This painting is referred to variously as "The Poet", "Eugene Boch" or "The Poet Eugene Boch". Painted in 1888, Boch had befriended the painter.
Eugene Boch came from a wealthy Belgium business family that specialized in fine china and ceramics. He appears to have not been very active in the family business, instead he spent his time dabbling in the arts. He befriended many artists including several well-known Impressionist painters.
This painting is an excellent example of a classic Van Gogh portrait. The rich colour contrast between the figure and the background help bring out the sitter's personality. For example, instead of painting the turned-away side of the face a darker tone (which is what most painters would do), Van Gogh instead chose to use a slightly different colour for the two sides of the face. Brilliant!
Van Gogh's brushstrokes also helped to define the personality of the sitter. Without knowing anything about Eugene Boch, a viewer can imagine that he was a somewhat high-strung nervous individual.
